High Commissioner speaks on Rwanda’s Human Capital dev’t

The High Commissioner of Rwanda in Ghana, Her Excellency Rosemary Mbabazi has delivered a lecture to the University of Leicester Alumni Association Ghana Chapter at the British Council in Accra, where she shared Rwanda's journey of investing in human capital development as a central pillar for national transformation.

Speaking on the theme: ““The Impact of Education in the Development of Human Capital and a country’s economy: Ethical Behaviors in Business and County Development,” High Commissioner Mbabazi highlighted that Rwanda under the visionary leadership of H.E Paul Kagame made a choice to invest in improving the quality of people's lives, through access to education, healthcare, building gender equity, etc. who in turn drive the desired transformation.

In addition to formal education, High Commissioner Mbabazi pointed to Rwanda's choice to leverage its rich cultural heritage particularly traditional moral and ethical education through Itorero as a means to inculcate desired principles and values targeted on diverse groups of Rwandans.

“From the onset, the Rwandan Government was clear that the greatest resource of the country was not its mineral deposits or geographical location. This prized resource, as our leadership understood, was the people.

“As a result, Rwanda’s governance model has been driven by the mantra “Citizens at the center”. This belief is the litmus test for every policy decision based on how well it responds to the needs of the Rwandan people.

“To unlock our development potential, Government therefore invested in the key public goods that empower citizens including health, education, equity and gender empowerment, and creativity, turning Rwandans into individuals with the ability to think and act, not just for themselves but also for the benefit of their communities.

“Today, young Rwandans, some born in the last 30 years and others who were in their infancy in 1994, are at the forefront of our national development thanks to this investment in our human capital,” she said.

According to High Commissioner Mbabazi, investments in human capital remains the best and wisest investment that can be made for the development of our countries and the continent.

The professorial lecture by the University of Leicester Alumni Association Ghana Chapter was organized to foster learning and networking and to look at the transformative power of education and the crucial role ethics play in the development of society.

Other speakers at the event included the British High Commissioner to Ghana, Harriet Thompson, Prof. Noel Tagoe, CEO of Sandhills Advisory Services; and Dr Irene Stella Agyenim Boateng, Vice-Chairperson of Public Service Commission of Ghana.
