Rwanda Reaffirms Commitment to Clean Energy Transition at REFA 2025 in Accra

Rwanda has underscored its determination to accelerate renewable energy development and strengthen regional collaboration during the Renewable Energy Forum Africa (REFA) held in Accra. 

Speaking on behalf of the Government of Rwanda and the Ministry of Infrastructure, the High Commissioner of Rwanda to Ghana, H.E. Rosemary Mbabazi, joined energy leaders including Ghana’s Minister for Energy and Green Transition, Hon. John Jinapor, as well as representatives from the European Union and Switzerland, to discuss Africa’s clean energy future.

In her remarks, High Commissioner Mbabazi highlighted the urgency for African countries to scale up clean, reliable, and affordable energy as the continent undergoes rapid population growth and industrialisation.

She outlined Rwanda’s significant progress in the energy sector, noting that national electricity access has risen to 84.6% from less than 20% a decade ago. Installed generation capacity has expanded to approximately 466 MW, with a target of surpassing 600 MW by 2029 through a diversified energy mix. Rwanda is also transitioning to utility-scale solar with battery storage as part of its long-term strategy for a resilient power system.

The High Commissioner reaffirmed Rwanda’s ambitious national targets, including achieving universal electricity access and ensuring that at least 60% of power generation comes from renewable sources by 2030. She also underscored Rwanda’s long-term vision to deploy 1,500 MW of solar PV with storage by 2050 and to build a carbon-neutral, climate-resilient economy.

Mbabazi emphasized that reaching these goals will require strong collaboration with private investors, technology partners, and regional institutions. 

She assured participants that Rwanda is committed to maintaining a transparent, predictable, and investor-friendly environment, supported by strengthened procurement systems, regulatory reforms, and public–private partnership frameworks.

She noted that Africa’s vast renewable potential can only be fully realised through sustained cooperation and innovative financing adding: “Together, we can build an Africa powered by clean, reliable, and affordable energy and turn today’s conversations into tomorrow’s transformational projects”.
