High Commissioner Mbabazi Engages African Military Officers on Preventing Future Atrocities
The High Commissioner of Rwanda to Ghana, H.E. Rosemary Mbabazi, has called on African leaders and institutions to draw critical lessons from the 1994 Genocide against the Tutsi to help prevent future atrocities on the continent.
Delivering a lecture on Monday, April 20, to more than 100 participants at the Ghana Armed Forces Senior Command and Staff College, High Commissioner Mbabazi addressed officers from Ghana and 14 other African countries enrolled in Senior Command & Staff Course 47.
Her lecture, titled “1994 Genocide against the Tutsi: Lessons for Africa,” emphasized the role of governance failures and divisive politics in enabling the tragedy.
“The Genocide against the Tutsi in Rwanda was not spontaneous. It was planned by the state,” she stated. “It is important to reflect on Rwanda not only to honour the victims but also to prevent it from ever happening again anywhere else.”
This marks High Commissioner Mbabazi’s second lecture at the senior military college in two years, emphasizing Rwanda’s continued commitment to sharing its history and contributing to regional peacebuilding and security education.
During her visit, the High Commissioner also held discussions with Major General Jackson Wonje, Commandant of the College.
Their meeting focused on the strong and growing cooperation between Rwanda and Ghana in military training and professional development.
Both sides highlighted the importance of sustained collaboration and explored opportunities to further deepen ties between the Rwanda Defence Force and the Ghana Armed Forces, particularly in areas of training, capacity building, and strategic leadership development.
High Commissioner Mbabazi reaffirmed Rwanda’s dedication to working with African partners to promote peace, resilience, and collective security across the continent.
